Hi Everyone,

Incredibly important information in this Thanksgiving Day newsletter, so as you prepare for a
celebration or are kicking back and relaxing after one, here's what you will discover in this
newsletter.

It's taken way longer than ever expected, but the Riverside Collective, now known as the Inland
Empire Patients Health and Wellness Center will be opening this Saturday, Nov.28. That's not a
guarantee because we are still concerned that law enforcement will take a dim view of our
collective and take action against us. We've been moving very cautiously and carefully all this
time and we are continuing to do so.

Tenuous is a mild word to describe the operation of almost any mmj collective. We read all the
time about police closing them down, but we are not letting these oppressive heavy handed
tactics prevent us from obtaining our medicine by methods permitted under state law. There is no
doubt that collectives are permitted and that access to our medicine must be accommodated with
reasonable rules, regulations and licensing requirements.

Where local government takes the low road and pass moratoriums and bans rather than work with
patients to develop reasonable rules and regulations, patients are forced to either drive long
distances to obtain their medicine or deal with criminals. This is wrong, wrong, wrong. Patients
have a right to local access and we cannot allow it to be taken away from it - our health
depends on it.

Even with a collective likes ours which is operating completely in compliance with the law and
AG guidelines, there is a risk of entanglement with law enforcement, but it is risk that we must
be prepared to take. These are the issues that the Collectives Board of Directors is still
wrestling with, but the Board is determined to continue forward.

This Friday the Collective will be training its staff from 10 a.m. to about 4 p.m. You are
welcome and even encouraged to come down this Friday and see what's going on. It will give you a
chance to explore this new farmer's market collective concept and learn about the issues that
affect us and the decisions that need to be made.

The Collective is located at 647 Main Street, Space 2A in Riverside 92501. It is in the same
office/warehouse complex as the THCF Medical Clinic, but is in a different building.
After Friday's training sessions, the IEPH&WC Board of Directors will be meeting at 6:30 p.m. to
determine if the Collective will open on Saturday, November 28. You are welcome to attend the
Board meeting and provide your input.

Following the Board meeting, I will immediately send out an email notifying you of the Board's
decision. The email will contain an analysis of the Board's decision and if the decision is YES
we will be opening Saturday, Nov.28, then come on down and celebrate. If it's NO, you will be
told why with perhaps a new target opening date.

So watch your email this Friday evening. If you have any questions or need additional
information, you can call the IEPH&W Center at 951-782-8400. Hopefully safe, reliable,
affordable and local access will soon be available in Riverside.

Calimesa City Council holds meeting Monday, Nov. 30 at 6 p.m.

This Monday evening, Nov. 30, the Calimesa City Council will consider extending its 45 day
moratorium on medical marijuana collectives. At its Nov. 16 meeting, the council considered a
report for changes in the city code that would also be part of the ordinance. At this Monday's
meeting the council will consider the report it received on measures which, according to an
article in the Calimesa News Mirror "would alleviate the conditions which led to the adoption of
an interim urgency ordinance prohibiting the establishment of a medical marijuana or cannabis
dispensary."

During the 45 day moratorium, the city staff was supposedly studying regulation of medical
marijuana dispensaries, collectives and cooperatives. City Attorney Kevin Ennis will report to
the city council his findings including pending legal action cases in the Claremont and Anaheim
areas which undoubtedly will influence the council's decisions.

Your presence at the special council meeting on Nov. 30 at 6 p.m. can also influence the council
decision as the council will be considering the extension of interim ordinance.

Your testimony in support of medical marijuana collectives would be very helpful according to
local residents involved in the issue. They believe your input can help the council make a
decision favorable to the establishment of collectives. Please come and show your support and
prepare a 3 minute presentation on why mmj is important to you and why local access is critical.

Since this is the only issue under consideration, you will not have to wait through a long
council session before the issue of mmj collectives comes up. Consequently it is important that
you get there at 6 p.m. when the meeting begins. I believe the meeting is being held at the
Norton Younglove Senior Center located at 908 Park Ave., Calimesa 92320 just off the County
Line Road exit. However, I am not absolutely positive that they will be meeting at the Senior
Center, so it wouldn't' hurt to confirm the location, by calling the city of Calimesa at
909-795-9801. I will also send out a reminder email with the location.

RIVERSIDE CO. SHERIFF'S OFFICE RELEASES MMJ MEMORANDUM

After a delay of over 6 months, last Friday the Riverside County Sheriff's office released a
memorandum to direct officers on what information they need to have when encountering a mmj
patient. This memorandum was being drafted to replace an earlier memorandum which had been
issued by the Sheriff's office in 2006, but they claimed was never official policy.

The memorandum is very good at directing sheriff officers on what to do if they encounter a mmj
patient, but is very poor on directing officers on what to do if they encounter a mmj
collective. We are still looking into this new memorandum and its impact on Riverside County
patients and collectives. If you would like to see a copy of this new memorandum, send me an

High Desert MAPP meeting - Wednesday, Dec. 16 at 6:30 p.m. at the Castle Inn, 1388 N. Golden
Slipper Lane, Landers 92285.
